Energy Economist

Ms. Hilda Harnack is an Extractive Industries specialist with 28 years of professional experience. She has a Ph.D. degree in Economics from the University of Florida and a M.Sc. in Energy Economics (primarily Oil & Gas) from the Centre for Energy, Petroleum and Mineral Law and Policy, CEPMLP at the University of Dundee, Scotland.

From 2008 to 2016, she was consultant at the Oil, Gas, Mining and Chemicals Department of the World Bank. She assisted governments of several African and Latin American countries implement EITI as well as developed technical assistance projects aimed at improving contract supervision and extractive sector management in general. Earlier, she was a country Economist for three African countries at the Bank. She also served as Country Economist at the Inter-American Development Bank earlier in her career. She was a member of the IDB Inspection Panel during 2000-2005.

While living in Nicaragua, she advised the Nicaraguan Energy Ministry on the negotiations of licensing agreements with international oil companies during the first and second licensing rounds; and revised the concession contract and the hydrocarbons law. Ms. Harnack lived and worked for extended periods in Bolivia, Equatorial Guinea, Ghana, Nicaragua, and currently in Mozambique.
